 Through a series of legislative and policy measures, the UAE has demonstrated its commitment to protecting and promoting the rights of people with special needs. Federal Law No. 29 of 2006 and Federal Law No. 14 of 2009 were enacted to protect the rights of people with special needs, while the UAE's ratification of the Convention on the Rights of Persons with Disabilities and its Optional Protocol in 2010 and 2008, respectively, demonstrate its commitment to the global cause.  The Council of Ministers has approved the Comprehensive National Plan for Persons with Disabilities, which promotes and integrates the rights of people with special needs into the national development agenda.
