Legislative and Policy Measures in the UAE for People with Special Needs

 Through a series of legislative and policy measures, the UAE has demonstrated its commitment to protecting and promoting the rights of people with special needs. Federal Law No. 29 of 2006 and Federal Law No. 14 of 2009 were enacted to protect the rights of people with special needs, while the UAE's ratification of the Convention on the Rights of Persons with Disabilities and its Optional Protocol in 2010 and 2008, respectively, demonstrate its commitment to the global cause. 

The Council of Ministers has approved the Comprehensive National Plan for Persons with Disabilities, which promotes and integrates the rights of people with special needs into the national development agenda. The National Policy to Empower "People with Special Needs" ensures their active participation and equal opportunities in a diverse society, and a policy to protect people with special needs from abuse has also been implemented. 

Abu Dhabi and Dubai have also launched their own initiatives to assist people with special needs. The Abu Dhabi Strategy for Determined Persons 2020-2024, as well as Dubai Law No. 3 of 2022 on the rights of persons with disabilities, demonstrate the emirates' commitment to creating a more inclusive society. The country's adoption of the Unified National Classification of Disabilities through Cabinet Resolution No. 3 of 2018 has also ensured a standardized approach to disability classification. 

In addition to legislative measures, the UAE has taken steps to assist people with special needs in their work. Decision No. 43 of 2018 assists people with special needs in the workplace by allowing them to access available job opportunities and providing them with the necessary support to seek employment on an equal footing with others.

The UAE's commitment to the rights of people with special needs is admirable, and it demonstrates the UAE's commitment to building an inclusive society that empowers all of its citizens. The UAE has ensured that people with special needs are not only protected but also given equal opportunities to thrive and contribute to the nation's development through a variety of legislative and policy measures.
